What can the Scottish Parliament do with new social security powers?

I’ve written a short report for the Common Weal, which they’ve published today.  The briefing I did two weeks ago for the Poverty Alliance  reviews the state of play about the devolution of powers: this report pushes things a little further, to ask what can be done with the powers once they’re there – reforming new benefits, developing new ones, and thinking about ways to do things differently.  The two papers can be read back to back, because that’s how I wrote them.
